ENGINEERING DIVISION MONTHLY REPORT

A draft no parking ordinance was prepared for Administration to restrict parking at the end of Davenport Road. The current ad hoc parking resulted from Passaic County removing the failed bridge over the Pequannock River at the West Milford / Jefferson Township line.
LOT DEVELOPMENT PLAN REVIEW
Two (2) initial, single-family, residential lot development plans were reviewed for compliance with Section 110-4 of the Township Code and any applicable Board resolutions. One bond release inspection was completed and processed. All lot development plan review results are entered into the “Spatial Data Logic” system. The results are also posted for public consumption within the Engineering Division section of the Township’s website (www.westmilford.org) under the Lot Development Plan Tracker.
TIMBER LANE EAST
Technical assistance was provided to DPW staff for the installation of previously designed storm drainage repairs to an existing failed pipe that resulted in an ice condition this past winter. Approximately 200’ of 12” diameter pipe was replaced.
UNION VALLEY ROAD / CAMDEN PLACE
An invitation to residents was prepared for the public discussion on recommended traffic pattern changes to Union Valley Road in the Crescent Park area. The invitations were mailed to over 250 residents for the April 3, 2019 Governing Body Workshop Meeting.
2018 – 2019 WINTER STORM MAINTENANCE
Two Engineering Division staff members provided a total of 13 hours of inspection for the March 2nd storm and 22.5 hours for the March 3-4 storm. Resident snowplowing concerns were investigated with action taken when applicable. A total of 4 storm event reports were generated and submitted to Administration. The 2018 – 2019 Winter Storm Summary was revised to include these events.
- Technical assistance, regarding lot development plans, storm drainage issues, active construction projects, flood zones, right-of-way issues, etc. was provided to concerned residents on 45 occasions.Field inspections, photographs, reports and/or follow up were required for 14 of these issues.
- Technical assistance was provided, for various issues, to other departments on 82 occasions.
- Twenty eight large format copies were made for $5.00 each.Six no charge maps were made for other offices, boards and/or committees.
- File research, map copies and/or information were provided to professionals on 12 occasions.
- Assistance was provided to builders, contractors and utilities on 5 occasions.
- Reviewed consulting Township Engineer payment vouchers on one occasion.
- One O.P.R.A. request was received and researched with responsive documents submitted to the Clerk’s Office when applicable.
- One Planning Board application was reviewed and returned with comments.
- Field inspections and contacts made over water / ice problems throughout the Township resulting from the extremely wet winter.
- A preliminary list of roads to be resurfaced was provided to the CFO for inclusion into a capital appropriation ordinance.
- A budget meeting was attended with the Township’s consultant and department heads.
- One Minor Soil Permit application was reviewed, approved and inspected.
- Assistance was provided to the Network Administrator for input on changes to the new Township website development version.
- One Street Excavation Permit application was processed.
AWOSTING ROAD – SECTION 2
Preliminary construction plan preparation began for the resurfacing of Awosting Road. The final design, bidding and construction are planned for the 2019 construction season. This project is being partially funded by a $273,000 State Aid roadway infrastructure grant.
BUBBLING SPRINGS LOWER POND DAM
A field meeting was attended with the consulting dam engineer, DPW Director and the property owners at the spillway to discuss possible temporary drainage repairs that will ultimately be addressed during the construction of the pending dam rehabilitation project. Subsequent to the meeting easement documents were provided to the property owners as requested.
CANISTEAR ROAD – SECTION 3
Preliminary construction plan preparation continues for the resurfacing of Canistear Road. The fieldwork, design, bidding and construction are planned for the 2019 construction season. This project is being partially funded by a $315,000 State Aid roadway infrastructure grant.
RIDGE ROAD – SECTION 3, CONTRACT 5
There has been movement on the months-long delay of utility pole relocations in conflict with the new road improvements. Verizon (owner of the poles) reset the poles originally set incorrectly. The next steps are overhead wire transfers and removal of the old utility poles prior to final paving. The reconstruction of Ridge Road between Vreeland Road and Baron Road is being partially funded by a $248,228 State Aid grant. This is the final section of the 1999 envisioned Bikeway to connect the Town Center (Town Hall) to the major schools complex (Highlander Drive).
ROAD ASSESSMENT PROGRAM
The final design and construction plan preparation for this road improvement / road assessment project continues. The goal is to advertise, bid and build during the 2019 construction season.
