2019 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)

This Federal Department of Housing and Urban Development program, administered by the Passaic County Planning Department, provides for improvements that benefit low to moderate income citizens.  This program has been utilized by the Township for road improvements within the qualifying blocks as determined by the US census.  A.D.A. (Americans with Disabilities Act) improvements serve all citizens and are exempt from the low-mod block designation.  The 2019 application is proposed for A.D.A. improvements to an existing restroom at the Municipal Building. 

PAVEMENT MANAGEMENT PROGRAM

The 2019 Main Road rating and Local Road rating lists have been completed and submitted to Administration.  This program was initiated in 2003 to evaluate and establish road resurfacing priorities for West Milford’s 150 mile-long inventory of paved Township roads.  Roads not resurfaced are re-rated every 3 years.

TAX MAPS

The Engineering Division has completed 30 tax map revisions under the direction of the Tax Assessor.  New Jersey requires each municipality to provide for annual tax map revisions under the supervision of a licensed professional land surveyor.  A contract, not to exceed $2,750, was awarded for land surveyor services to review revisions completed by in-house staff.

2019 TOWNSHIP ROAD RESURFACING PROGRAM

A preliminary list of roads was prepared and submitted to DPW Supervisors.  Although the budget process has not yet been completed, the advanced list allows for general prep work items to begin as soon as favorable weather returns.

2018 – 2019 WINTER STORM MAINTENANCE

Two Engineering Division staff members provided a total of 21 hours of inspection for the February 12-13 storm.  Residential snowplowing concerns were investigated with action taken when applicable.  A total of 5 storm event reports were generated and submitted to Administration. 

MISCELLANEOUS

  • Technical assistance, regarding lot development plans, storm drainage issues, active construction projects, flood zones, right-of-way issues, etc. was provided to concerned residents on 68 occasions.Field inspections, photographs, reports and/or follow up were required for 6 of these issues.
  • Technical assistance was provided, for various issues, to other departments on 83 occasions.
  • Five large format copies were made for $5.00 each.Twelve no charge maps were made for other offices, boards and/or committees.
  • File research, map copies and/or information were provided to professionals on 20 occasions.
  • Assistance was provided to builders, contractors and utilities on 4 occasions.
  • Reviewed consulting Township Engineer payment vouchers on one occasion.
  • Four O.P.R.A. requests were received and researched with responsive documents submitted to the Clerk’s Office when applicable.
  • Three Zoning Board of Adjustment applications were reviewed and processed.
  • One department head meeting was attended.
  • One capital budget hearing was attended at a Governing Body meeting.
  • Specific modifications were made to the Election District map for the Clerk’s Office.
  • Annual projected Morris County Cooperative Pricing Council quantities were estimated and submitted for 2019 projects.
  • The 20-year road resurfacing history, to include 2018, was revised and submitted to Administration.
  • Legal descriptions for a Township property transfer were reviewed with comments submitted to Administration.
  • Three Minor Soil Permit applications were received, two were held pending approval from other municipal departments and/or State agencies.
  • Two field meetings were attended with residents to inspect the source of previously unknown water/ice issues.


CAPITAL PROJECTS


AWOSTING ROAD – SECTION 2

Preliminary construction plan preparation continues for the resurfacing of Awosting Road.  The fieldwork, design, bidding and construction are planned for the 2019 construction season.  This project is being partially funded by a $273,000 State Aid roadway infrastructure grant.

CANISTEAR ROAD – SECTION 3

Preliminary construction plan preparation continues for the resurfacing of Canistear Road.  The fieldwork, design, bidding and construction are planned for the 2019 construction season.  This project is being partially funded by a $315,000 State Aid roadway infrastructure grant.

NOSENZO POND PARK

Now that the Phase One park rehabilitation is complete, outdated utility poles and wires throughout the park are scheduled to be removed.  A field meeting was attended with a Rockland Electric representative to confirm the infrastructure identified for removal.

RIDGE ROAD – SECTION 3, CONTRACT 5

Another field meeting was attended with Verizon and Rockland Electric representatives in the ongoing attempt to resolve existing conflicts between the parties that will lead to the relocation of utility poles in conflict with the road improvements.  The reconstruction of Ridge Road between Vreeland Road and Baron Road are being partially funded by a $248,228 State Aid grant.  This is the final section of the 1999 envisioned Bikeway to connect the Town Center (Town Hall) to the major schools complex (Highlander Drive).

ROAD ASSESSMENT PROGRAM

The final design and construction plan preparation for this road improvement / road assessment project continues.  The goal is to advertise, bid and build during the 2019 construction season.
