Four (4) initial, single family, residential lot development plans were reviewed for compliance with Section 110-4 of the Township Code and any applicable Board resolutions.  All lot development plan review results are entered into the “Spatial Data Logic” system.  The results are also posted for public consumption within the Engineering Division section of the Township’s website (www.westmilford.org) under the Lot Development Plan Tracker.


The Passaic County Engineering Department has been contacted frequently for scheduling of the bridge replacement project.  Although there have been delays due to weather and utility relocations, the County indicated that the new bridge will be open to traffic before the end of 2018.


Having received input from the Director of Public Works and Supervisors, DPW and contract snowplow routes were designed.  A meeting was held between senior DPW and Engineering staff to finalize routes.  Individual route maps were prepared for contractors.  District maps were prepared for Supervisors to show all snowplow route assignments.  Two Engineering Division staff members provided a total of 24 man hours of inspection of private snowplow contractors during the November 15-16 storm.  Resident snowplow damage concerns were investigated with action taken where applicable.  Storm event reports were generated for storm events thus far this season and submitted to Administration and DPW.


  • Technical assistance, regarding lot development plans, storm drainage issues, active construction projects, flood zones, right-of-way issues, etc. was provided to concerned residents on 46 occasions.Field inspections, photographs, reports and/or follow up were required for 27 of these issues.
  • Technical assistance was provided, for various issues, to other departments on 111 occasions.
  • Three large format copies were made for $5.00 each.Seven no charge maps were made for other offices, boards and/or committees.
  • File research, map copies and/or information were provided to professionals on 10 occasions.
  • Assistance was provided to builders, contractors and utilities on 8 occasions.
  • Reviewed consulting Township Engineer payment vouchers on three occasions.
  • Two Zoning Board of Adjustment applications were reviewed for any possible conflicts with Township infrastructure.
  • Preliminary 2019 operating and capital budget forms were completed and submitted to Administration.
  • Three department head meetings were attended.
  • Analysis was made for a resident requested regulatory sign.
  • Assistance was provided to the Passaic County Planning Department and applicant for issues pertaining to Lakeside Road (County Route 511) mid-block crosswalk.
  • Revisions were made to the GIS (Geographic Information System) for unlinked parcels identified by Township staff during the course of performing application review and/or inspections.GIS is the base upon which programs like Spatial Data Logic and Facility Dude are built.
  • Four Street Excavation permits were reviewed, bond established and returned to the Clerk’s Office for processing.
  • One Street Excavation bond release inspection was performed and processed.
  • All staff viewed NJMEL cybersecurity and other training videos.





Having received the final, signed contract the Notice to Proceed was generated to indicate a start date of November 26th.  The goal is to complete construction up to the intermediate course paving and postpone surface course paving until spring 2019.  The widening and resurfacing of Reservoir Road is being partially funded by a $250,000 State Aid roadway infrastructure grant.  NJDOT document submissions have been brought up-to-date.


The new utility poles, relocated due to conflicts with the designed road improvements, have finally been completed.  The electric, telephone and cable wires must now be moved to the new poles before the old poles are removed.  This utility work will likely postpone final project completion until 2019.


Technical assistance was provided to DPW and contracted crews for prep work and repairs in advance of contract paving.  As a participating member of the Morris County Cooperative Pricing Council, West Milford utilizes the full extent of constructed prep work items available under the contract and DPW completes the balance of the work.  The 2018 program consists of the following Township roads: Cahill Cross Road (section), Carriage Lane, Duralee Court, Evanstan Avenue West, Gould Road (section), High Crest Drive (section), High Street, Mac Gregor Road, Mary Street, Monmouth Avenue, Morsetown Road (section), Pawnee Terrace, Rockburn Pass (section), Rosemont Avenue and Setting Sun Trail.
