EMERGENCY EXIT PLANS

The emergency exit plans for the Township spaces within the new Library and Community Center were completed, approved by the Fire Marshal, and installed.

FACILITIES

A Facilities Committee meeting was attended to discuss contract architects to design the renovation of the former Library and portions of Town Hall office space.  Only one local architect proposal was received, therefore the committee agreed to pursue additional proposals to be received by September 15th.

G.I.S. PARCEL LAYER

The process of updating the Township parcel layer has begun.  The parcel layer is the base layer of the Township’s G.I.S. system.

HIGH CREST DRIVE

A field meeting was attended with the consulting engineer and the Director of Public Works to investigate concerns about the Township bridge raised by the Associations’ dam engineer during the last NJDEP inspection.  Structural analysis reports were completed for this structure in 2006 and 2010.  Due to the proximity of the bridge to the dam, the Township must wait for NJDEP approved dam rehabilitation plans to identify possible design impacts to the bridge.

LOT DEVELOPMENT PLAN REVIEW

One (1) initial, single-family, residential lot development plan was reviewed for compliance with Section 110-4 of the Township Code and any applicable Board resolutions.  All lot development plan review results are entered into the “Spatial Data Logic” system.  The results are also posted for public consumption within the Engineering Division section of the Township’s website (www.westmilford.org) under the Lot Development Plan Tracker.

MOBILE 311

As requested by the DPW Director, Engineering staff has been trained on the new electronic work order system.  For the first time, all annual road resurfacing prep work, to be completed by DPW staff, has been added to the system.

ROUTE 23

Based on a motorist’s concern, a field inspection was completed for washouts along the southbound edge of pavement near Charlotteburg Road.  Extensive use of defoliating agent has resulted in soil erosion.  NJDOT was contacted and repairs were initiated.

2017 – 2018 SNOWPLOWING SERVICES

Bids were advertised and received for snow plowing services for the upcoming winter season.  A recommendation and draft resolution were submitted to Administration for Governing Body consideration.

STOWAWAY PARK

The Homeowners Association has requested assistance from the Township for the investigation of the private 35’ span bridge on Stowaway Road.  Three structural analysis proposals, from consulting bridge engineers, were secured and submitted to Administration.

MISCELLANEOUS

  • Technical assistance, regarding lot development plans, storm drainage issues, active construction projects, flood zones, right-of-way issues, etc. was provided to concerned residents on 46 occasions.Field inspections, photographs, reports and/or follow up were required for 12 of these issues.
  • Technical assistance was provided, for various issues, to other departments on 131 occasions.
  • Twelve large format map copies were made for $5.00 each.Twenty one no-charge map copies were made for other Township Departments, Boards and Committees.Twenty nine Street Maps were made for sale at the Clerk’s Office.
  • File research, map copies and/or information were provided to local engineers, land surveyors and attorneys on 48 occasions.
  • Assistance was provided to builders, contractors and utilities on 12 occasions.
  • One Street Excavation Permit was reviewed/approved and submitted to the Clerk’s Office for processing.
  • One department head meeting was attended.
  • Review of consulting Township Engineer vouchers on one occasion.
  • Zoning Board of Adjustment applications were reviewed for conflicts with Township infrastructure or pending projects on six occasions.

 

CAPITAL PROJECTS

 

COOLEY LANE

A list of necessary repairs to be completed by DPW staff was prepared, based on previously completed fieldwork.  The repairs are scheduled to be completed in advance of contract milling and paving.  Milling and paving quantities were calculated.  The improvements to Cooley Lane are being completed as part of the 2017 Township Road Resurfacing Program.

GLENDA DRIVE

Ongoing technical assistance is being provided to DPW staff for the replacement of 600 feet of failing concrete drainage pipe in advance of contract paving.  The improvements to Glenda Drive are being completed as part of the 2017 Township Road Resurfacing Program.

HIGHLANDER DRIVE

Full-time inspection was provided for the contract milling and paving of Highlander Drive in advance of the beginning of the school year.  The improvements to Highlander Drive have been completed under the 2017 Township Road Resurfacing Program.

LAKESHORE DRIVE

A list of necessary repairs to be completed by DPW staff was prepared, based on previously completed fieldwork.  The repairs are scheduled to be completed in advance of contract milling and paving.  Milling and paving quantities were calculated.  The improvements to Lakeshore Drive between Passaic Drive and Fanwood Court are being completed as part of the 2017 Township Road Resurfacing Program.

LANDING ROAD

A list of necessary repairs to be completed by DPW staff was prepared, based on previously completed fieldwork.  The repairs are scheduled to be completed in advance of contract milling and paving.  Milling and paving quantities were calculated.  The improvements to Landing Road are being completed as part of the 2017 Township Road Resurfacing Program.

MADELYN AVENUE

A list of necessary repairs to be completed by DPW staff was prepared, based on previously completed fieldwork.  The repairs are scheduled to be completed in advance of contract milling and paving.  Milling and paving quantities were calculated.  The improvements to Madelyn Avenue are being completed as part of the 2017 Township Road Resurfacing Program.

NOSENZO POND PARK

A preconstruction meeting was attended with the Director of Community Services and Recreation, contractor and consulting engineer.  The plan is to mobilize as soon as possible to take advantage of the fall growing season for renovated turf areas.

OTTERHOLE ROAD

Technical assistance was provided to DPW staff for reconstruction of the roadway retaining wall at Lindy’s Drive.  A segmented block wall system was utilized to replace the existing, failing rock wall.

2018 PASSAIC COUNTY ROAD RESURFACING

Each year the County Freeholders request local input on road resurfacing priorities.  This practice has helped to resolve several drainage problems prior to paving.  Inspections of the County road system were completed and recommendations submitted.

RIDGE ROAD – SECTION 3, CONTRACT 4

The clearing site (tree removal) has been completed.  The required gas main location has been completed by P.S.E.&G.  The contractor is gearing up for storm drainage construction in September.  This roadway reconstruction project is being partially funded by a $250,000 State Aid grant.

ROADWAY CRACK SEALING

A recommendation and draft resolution were prepared for Governing Body consideration for award of contract to the Morris County Cooperative Pricing Council contractor.  This year’s program is designed to seal surface pavement cracks on portions of Arundel Road, Hillview Court, Jenkins Road, La Rue Road, Lebanon Road, Warwick Turnpike and Westbrook Road.  Research indicates that sealing pavement cracks will extend the service life of the surface course pavement up to five years.

SADE TERRACE

A list of necessary repairs to be completed by DPW staff was prepared, based on previously completed fieldwork.  The repairs are scheduled to be completed in advance of contract milling and paving.  Milling and paving quantities were calculated.  The improvements to Sade Terrace are being completed as part of the 2017 Township Road Resurfacing Program.

SHADOWY LANE

A list of necessary repairs to be completed by DPW staff was prepared, based on previously completed fieldwork.  The repairs are scheduled to be completed in advance of contract milling and paving.  Milling and paving quantities were calculated.  The improvements to Shadowy Lane are being completed as part of the 2017 Township Road Resurfacing Program.

SHADYSIDE ROAD

A list of necessary repairs to be completed by DPW staff was prepared, based on previously completed fieldwork.  The repairs are scheduled to be completed in advance of contract milling and paving.  Milling and paving quantities were calculated.  The improvements to Shadyside Road are being completed as part of the 2017 Township Road Resurfacing Program.

SHARED SALT BUILDING

Contracts were signed with the demolition contractor and building contractor.  Meetings were held and permits secured.  The demolition contractor is set to mobilize in the first week of September.  The new building must be completed prior to the onset of winter weather.  A draft resolution for the shared roadway complex lease agreement with the County was prepared and submitted for Governing Body consideration.

VILLAGE ON RIDGE

Inspections are being performed, as required, for public improvements being constructed for this residential subdivision off of Ridge Road.

VREELAND ROAD

Field work and design were completed for a precast structure to replace an existing, failing block storm drainage inlet.  The inlet replacement is to be performed by DPW staff.

WARWICK TURNPIKE #1600-447

After a five week break from construction for the relocation of the overhead utilities, the contractor is scheduled to return early in September.  The original six month contract deadline may now require extension.  West Milford Township staff continues to support the Passaic County Engineering Department for the replacement of this County bridge on a Township road.

WITTE ROAD

A list of necessary repairs to be completed by DPW staff was prepared, based on previously completed fieldwork.  The repairs are scheduled to be completed in advance of contract milling and paving.  Milling and paving quantities were calculated.  The improvements to Witte Road are being completed as part of the 2017 Township Road Resurfacing Program.
